These grants support projects conducted by community and/or regionally-focused organizations that seek to advance understanding of how science can serve community needs and to extend the use of such information to address coastal challenges. Proposed projects should seek to improve the capacity of organizations by supporting the development, expansion, testing, and/or evaluation of strategies, programs, and approaches for achieving these goals. For the purposes of these grants, “community and/or regionally-focused organizations” are defined as nonprofit and nonacademic entities that support educational, service, and/or coordination activities and that typically include some engagement of community residents, decision-makers, and/or leaders at a regional, state, or local level.

Topic: Enhancing Community Networks that Improve Coastal Environments, Health, and Well-being
During a large-scale regional crisis (such as a major oil spill or hurricane), cross-boundary networks of existing and trusted connections among people and organizations often prove critical for coordinating action and for ensuring rapid and accurate communication to a variety of audiences. After a crisis, these networks can be difficult to sustain let alone evaluate or expand. Community and/or regionally-focused organizations are often critical components of such networks, and this funding opportunity seeks to nurture "cross-boundary" connections and activities of these organizations to foster
ongoing collaboration across geographic, sectoral, socioeconomic, or cultural boundaries, and/or focus areas to address a variety of challenges.

The intent of this funding opportunity is to strengthen the capacity of community networks and to enhance the impact of their work. Proposed projects should focus on networks that strive to use data, research findings, and scientific approaches to improve the environments and/or health and well-being of communities in coastal regions along the U.S. outer continental shelf. We seek to support work relevant to the Gulf Research Program’s mission and that contributes to addressing chronic or emerging challenges in coastal regions that can be exacerbated by offshore oil and gas operations or natural disasters. Funding could support activities that pilot test new approaches or evaluate past approaches to developing and sustaining cross-boundary connections and activities; activities that extend existing programming to new stakeholders; or activities that foster the development of skills, competencies, and capabilities that have been shown to support cross-boundary discussions and action (e.g., development of leadership skills, science literacy, communication skills, effective collaborations and partnerships).
Who should apply
The focus is on nonprofit and community organizations that seek to use science and to empower people to improve coastal environments and/or the health and well-being of coastal residents. Partnerships with academic institutions are allowed, but project leadership and management should be in the hands of the applying nonprofit, non-academic, community and/or regionally-focused organization.
What we are looking for
Below are examples of some types of activities that may be supported. This list is not comprehensive; it is meant to illustrate the range of opportunities that may be supported by these grants.
To be responsive, applicants should clearly articulate:
- Activities—including education and training or convening activities—that foster the development of scientific literacy, skills, competencies, and capabilities, and/or collaborations and partnerships that are critical to developing and sustaining cross-boundary networks.
- Activities that would extend existing programming across geographic, sectoral, socioeconomic, or cultural boundaries and/or focus areas to reach a broader range of stakeholders.
- Activities that pilot test new approaches for developing and sustaining cross-boundary networks critical to improving the environments and/or health and well-being of communities in coastal regions. This could include partnerships between community-based organizations and academic institutions or activities that create a structure for meaningful, long-term engagement of underrepresented sectors of vulnerable coastal communities.
- Activities that compare and evaluate past approaches to developing and sustaining cross-boundary networks critical to improving the environments and/or health and well-being of communities in coastal regions. This could include partnerships between community-based organizations and academic institutions or activities that create a structure for meaningful, long-term engagement of underrepresented sectors of vulnerable coastal communities.
The Program will not consider funding:
- How the proposed project would use science and empower people to address chronic or emerging challenges facing coastal regions that may result from or be exacerbated by offshore oil and gas operations or natural disasters.
- The anticipated organizations/participants of the network, the cross-boundary nature of the network, and its importance to the goals of the proposed project.
- The rationale and any evidence supporting the anticipated effectiveness of the proposed project.
- How the proposed project could improve the likelihood that the cross-boundary network can be sustained over time.
- Proposals that merely request operating costs for existing activities.
- Proposals for political lobbying or advocacy activities.
